Creating high-quality jobs, streamlining city government and coping with the region's changing demographics should be Carlsbad's top three priorities in the coming year, the City Council decided Tuesday at an all-day, goal-setting workshop.
An annual event in Carlsbad, the workshop marks the start of the city's yearly budget process. Council members set the city's goals as staff members get started on the budget for the next fiscal year, which begins July 1.
